PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) for authority to implement Wyoming Integrity Rider Rates.
1. BHWG is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D), 37-2-112.
2. On November 1, 2024, BHWG filed its Application and supporting exhibits, requesting authority to implement Wyoming Integrity Rider (WIR) Rates. The Company requests authority to implement its proposed WIR Rates, on an interim basis, on January 1, 2025, subject to refund, with final rates to be authorized on or before April 1, 2025. The Company’s proposed 2025 WIR Rates are as follows:
Customer Class Proposed 2025 WIR Rate
Residential General Service $0.0106 per therm
Small General Service $0.0095 per therm
Medium General Service $0.0038 per therm
Large General Service $0.0032 per therm
On-system Transportation Service ($0.0133) per therm
3. The WIR is a mechanism designed to recover costs arising between rate review filings, stemming from the Company’s investments in integrity programs aimed at improving system data and accelerating the replacement of higher risk pipe, including certain customer-owned yard lines. The WIR Rate is the sum of the actual and forecasted capital costs and eligible operating expenses for the Test Year and any previous Test Years, and the most recent WIR Deferred Balance and WIR true-up amounts.
4. The proposed 2025 WIR Rates includes the cost of qualifying projects completed and in service or expected to be in service between January 1, 2024 and December 31, 2024. The proposed 2025 WIR Rates will increase the monthly bills of a typical residential customer by $0.76 or 1.19%, and $0.82 or 0.67% for typical Small General Service customers.

6. Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must do so, in writing, on or before December 13, 2024. A proposed intervention request for hearing shall set forth the grounds, and the position and interest of the petitioner in this proceeding.
