Regular Meeting of the Council

Wednesday, November 13th, 2024

Town Council Present: Mayor Pro-Tem Dale Petersen, Austin Smith, and Bob Stewart

Council Absent: Mayor Ben Glenn and Councilmember Heidi Humpal

Town Representatives Present: Clerk/Treasurer Jesse Connally, Police Chief Bill Bryant, Public Works Director Scott Green and HDR Representative Heath Turbiville

Mayor Pro-Tem Petersen called the meeting to order at 7:00 p.m. and the Pledge of Allegiance was said. Roll call was taken.

Guest Krissy Hinkhouse, Moorcroft Chamber, asked Council’s permission to hold the Parade of Lights on December 8th at 5:30 pm closing portions of the roads in town for the parade. She also asked if Chamber could allow people to decorate the street poles. Councilmember Stewart motioned to allow the Chamber to have the Parade of Lights on Big Horn Ave from Robinson Drive up S. Big Horn up to Crook Street. Councilmember Smith seconded. All ayes, motion carried. Chamber is allowed to use the poles again for decorating.

Councilmember Smith motioned to approve the Consent Agenda items 1 & 2, Councilmember Stewart seconded. All ayes, motion carried. Councilmember Stewart motioned to approve Consent Agenda #3, Mayor Pro-tem Petersen seconded. All ayes, with Councilmember Smith abstaining. Motion carried.

Clerk Connally updated the Council on the clerk’s office. Clerk Connally presented Resolution 7-2024:

RESOLUTION OF THE TOWN OF MOORCROFT, WYOMING ESTABLISHING THE PARKING RESTRICTIONS AND IDENTIFING SNOW ROUTES

Councilmember Smith motioned to approve Resolution 7-2024 and Councilmember Stewart seconded. Discussion was had. All ayes, motion carried.

Director of Public Works Green updated Council on the public works department. Texas Trails playground equipment has been delivered. Senior Center has moved rooms at the MTC during remodel. Moved equipment around to prepare for winter. Light in front of Mousse Lodge was replaced. Council asked Green to gather a list of Contractors and hourly rates in case the Town needed to request assistance in removing snow in a snow event. Green will gather that information and provide to Council. Interviews for the open Public Works Operator position are still in process.

Police Chief Bryant updated the Council on the police department. Officers assisted DCI & Crook County Sheriff’s Office on apprehension of suspects on a federal warrant. Chief Bryant advised Council of repairs done on the 2018 Police Durango.

HDR Representative Turbiville updated the council on the Town’s projects. Splash Pad still looking at spring construction. Powder River Water Project Phase II is still projecting a late winter or spring start date. N. Little Horn water project documents are ready to sign and send in. Landfill revised permit application ready to submit to DEQ. Locks project up and running and Clerks office was trained on the software. Will wait until the next council meeting for full council to accept the finished project.

The regular meeting of the council was closed at 7:29 pm to open the public meeting to discuss the transfer of Lot 2, Block 16, Moorcroft 5th Addition, South Little Horn Ave of the Town of Moorcroft to the Moorcroft Interfaith Community. No public comments regarding the transfer. Public meeting closed at 7:30 pm. Councilmember Smith motioned to approve the sale of Lot 2, Blk 16, Moorcroft 5th Addition, South Little Horn Avenue of the Town of Moorcroft, Crook County, Wyoming to Moorcroft Interfaith Community for $10.00 and other good and valuable consideration. Councilmember Stewart seconded. All ayes, motion carried.

Regular meeting of the Council reconvened at 7:34 pm.

Councilmember Smith motioned to go into Executive Session at 7:34pm to discuss personnel. Councilmember Stewart seconded. All ayes, motion carried.

Regular meeting of the council reconvened at 8:19 pm with no action taken. With no further business to discuss, Councilmember Smith motioned to adjourn the meeting at 8:20 pm. Councilmember Stewart seconded. All ayes, motion carried.
