Council accepts suggestion to combine waterline work with Boe Drive project
With KO Construction's recent departure from the C-Bar Subdivision foundation, Hot Iron has been contracted by Freedom Holdings, developer of the site, to complete the necessary infrastructure.
Because the Hot Iron crew have already been working for Pine Haven on the Boe Drive waterline and hydrant project, which includes the installation of individual water lines throughout the subdivision, they have asked permission from the council to add this to the main subdivision waterline as work proceeds, reasoning the opportunity to save money by combining this portion of the Boe Street grant project with the mainline installation within the subdivision.
The council considers this a sound suggestion and voted to move forward at Tuesday night's regular meeting of the governing body. Funding for this portion of the project has been paid from the grant and the agency will be informed of the change.
As this project has hobbled through varying stages, one more issue has come to the fore: on the northwest corner of the of the site, a sinkhole has developed due to ground water issues. The contractor has asked to install an underground drainage system to alleviate the situation.
Freedom Holdings continues to request a Certificate of Occupancy (CO) from the town, thus releasing the group from further responsibility for the site; however, settling of the perimeter, particularly around the Pine Crest road, must be repaired before any discussion will be entertained.
Once the town accepts the site "as is", any issues become those of the town and Mayor Karla Brandenburg and her fellow council members have consistently made clear that that is an unacceptable cost.
The governing body has already discussed the possibility of the development company abandoning the site and filing bankruptcy and contingency plans are available for Pine Haven to take over construction in this case.
Heath Turbiville of HDR Engineering attended a workshop at the beginning of the month regarding the continued problems with the C-Bar development and assured council members that Hot Iron will handle the problems effectively.
After dealing with these continued delays and failed infrastructure, the town has issued a 60-day notice of completion to Freedom Holdings, but Hot Iron may ask for an extension if necessary.
