Public Notice

Strata Energy Inc. of Oshoto, Wyoming has applied for an in situ mining permit amendment from the Land Quality Division of the Department of Environmental Quality of the State of Wyoming. The mining permit amendment area for the mining of uranium will be located in: a portion of Section 6 of Township 52 North, Range 67 West, portions of Sections 1-2 and 11-12 of Township 52 North, Range 68 West, portions of Sections 6-7, 19, and 30-31 of Township 53 North, Range 67 West, Section 25 and 36, and portions of Sections 11-14, 23-24, 26, and 35 of Township 53 North, Range 68 West, and can be found on the Oshoto USGS 7.5’ Topographic Quadrangle Map, Crook County, Wyoming. The area is adjacent to the ranching community of Oshoto, Wyoming, and approximately 20 miles north of the town of Moorcroft, Wyoming. The proposed operation is scheduled to begin October of 2026 and is estimated to continue until 2042.

Information regarding this application may be reviewed in the office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Sheridan, or the Crook County Clerk’s Office in Sundance, Wyoming. Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002 before the close of business on December 7, 2024. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.wyomingdeq.commentinput.com/. The Director shall issue a final written decision on the application within thirty days after the deadline to file objections. The applicant or objector may appeal the Director’s written decision to the Environmental Quality Council (EQC). If a hearing is held, the EQC shall issue findings of fact and a decision within sixty days after the final hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through 16-3-115) and the right of judicial review shall be afforded as provided in that Act. All parties as identified in W.S. §35-11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Commission will be mailed a copy of the application mine plan map as required in W.S. §35-11-406(j).

Pursuant to Water Quality Divisions Rules and Regulations Chapter 8, the Water Quality Division of the Department of Environmental Quality will administer a separate public notice and comment period for the proposed classification of the groundwater in the production zones as Class V (Mineral Commercial) and the aquifer exemption requested from the United States Environmental Protection Agency.
