Of the three bids submitted for the splash pad in Noonan Park, one did not acknowledge the addendum, resulting in exclusion from consideration, and the second was $713,130, significantly more than Glenn Construction’s proposal of $433,609.50.
Glenn was subsequently recommended for the job by HDR Engineering’s Heath Turbiville at last Wednesday night’s meeting of the town council. The mayor excused himself from this discussion, leaving the chambers as Mayor Pro-tem Dale Petersen oversaw the vote. The lowest bid, provided by Glenn, was accepted.
Turbiville stated in the written recommendation the possibility of the town conducting all dirt work outside of the actual splash pad installation including excavation, final grading and seeding of site be conducted by Moorcroft’s Public Works Department. However, after the departure of former department director, the engineer advised, “Maybe it would be a good idea to just leave that in the contract and have it all done by the contractor as opposed to the town.”
HDR had separated different aspects of the project for the option of retaining that particular part of the work, like the groundwork if the town department was able to do the labor. Glenn’s bid is the total before any portion of the project is separated.
Turbiville told his listeners that this will bring the total cost of the project to approximately $18,000 over available grant funding of $504,000, which is in alignment with expected numbers.
HDR will act as construction manager on this project and construction begins in March 2025 with anticipated completion in June.
