Kelly moved to approve and ratify the minutes from May 7, 8, 15 & 21. Bob seconded, all ayes, motion carried.
Bob moved to approve the following resolution:
RESOLUTION NO. 2024-15
FY2024 EMERGENCY RESERVE EXPENDITURE
WHEREAS Crook County Library adopted the Fiscal Year 2024 Budget in accordance with the Wyoming Uniform Fiscal Procedures; and
WHEREAS the Crook County Library Board has received less revenue from the mill levy disbursements than anticipated for FY2024; and
WHEREAS a motion was passed by the Board of Crook County Commissioners on May 7, 2024, to appropriate an additional $100,000.00 out of the County Emergency Reserve to meet budget revenue shortfall to the Library Board’s FY2024 Budget in accordance with the same Act; and
WHEREAS no protests were received regarding such Emergency spending.
NOW, THEREFORE, BE IT RESOLVED that the following emergency expenditures are made.
$100,000.00 to Crook County Library – From Emergency Reserve

WHEREAS Crook County adopted the Fiscal Year 2024 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and
WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and
WHEREAS, no protests were received regarding such transfer.
NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.
• $44,045.27 to Public Health, Health Fund – From Uncommitted Public Health Funds
• $67,565.28 to Deployed Firemen Expenses – From Unanticipated Revenues

Melissa Jones, County Clerk, requested that the Board set the wages for Election Judges. Kelly moved to approve the wages for Election Judges pursuant to W.S. 22-8-116. Appointed Judges shall receive as follows: $210.00 per day for Chief Election Judges, $168.00 per day for Election Judges and $12.00 per hour for Counting Board, Write-In Board and Canvass Board judges, a $10 meal Stipend and $20.00 for attending training. County employees serving as appointed Election Judges will receive their regular pay and any overtime incurred shall be paid according to the Fair Labor Standards Act. Bob seconded, all ayes, motion carried.
Bob moved to approve and have the chairman sign the annual engagement letter with Leo Riley & Co. for the FY24/25 audit. Kelly seconded, all ayes, motion carried.

Dan Thomas, County Assessor, Joseph Baron, County Attorney, Julie Crawford, Clerk of District Court, Jeff Hodge, County Sheriff and Tammy Jundt, County Treasurer were present to go over items of interest within their departments.
Dan Thomas, County Assessor: In May there were 77 deeds of Real property ownership change. We completed the Appeal period on May 22nd. I have started a list of names and addresses of people who have contacted my office interested in the long-term homeowner exemption for next year. I will send an application by mail to everyone on that list as well as put the information in the newspaper once I get the applications from the State.
Joe Baron, County Attorney: Criminal Cases in the past month: New Cases: 40 Closed Cases: 38 Current Case Load: 77 In Court: 49 times Juvenile/Diversion Cases: 54 Had three-day Jury Trial. Civil work. Reviewed County Board and Special District Treasurer Bonds; road petition to vacate, agreements to cover costs of County Road No. 197, 38 and 51, Kara Creek easement; Title 25 bills and various contracts and grants. Presented budget and grant funding for office. Worked on Employee Handbook.
Julie Crawford, Clerk of District Court: Total Receipts: $11,396.83 with $5,447.36 to the County 18 new case filings 24 record searches 12 new passports, assisted multiple other customers with renewal passports 2 civil appeals in process E-Filing will become mandatory for all attorneys on October 1, 2024, so notifications will be going out to the local attorneys advising them of this. Then the only traditional paper filings that will be allowed will be from pro se litigants or attorneys representing someone who is not a party to the case. This will be a big adjustment for many. We had a three-day jury trial that went well, other than issues with the jury software. I attended two teams meetings with the Supreme Court and the Clerks’ Association regarding e-filing, several teams meetings with the Supreme Court regarding our Clearview Jury Program, worked on the budget and attended the department heads meeting.
Jeff Hodge, County Sheriff: working with Devils Tower on their dispatch fees, dealing with BLM questions on the Barlow Canyon Fire, had a detention officer graduate, new dispatcher doing well. Office getting busier in the warmer months.
Tammy Jundt, County Treasurer: Total receipts were $4,561,716.30 and disbursements to the county boards, towns and schools were $1,467,807.04. In May we did a total of 4,037 transactions. We were very busy with the counter and mail as May 10th was the tax deadline for the 2nd half of the 2023 property taxes. Worked on the county budget and entered April revenue on the budget worksheet. Advertised in all county papers a reminder regarding the 2nd half payment of property tax deadline. Printed and mailed the delinquent property tax notices on May 17th. We have $1,206,989.18 in delinquent 2023 property tax which is about $1,400,000 less than last year. I attended the Treasurer meeting in Saratoga, WY. It was nice to see the other Treasurer’s again, and it was very informative. Completed the Crook County Lodging report for DOR. We assisted taxpayers that requested help with filling out their application for the Property Relief Program. I participated in the Employee Compensation Committee and Dept Head meetings.
Melissa Jones, County Clerk: office recorded 480 documents and created 369 titles. Attending weekly CISA outreach session, compensation committee meeting, department head meeting. Gathering necessary items from special districts, only missing the Medical Services proposed budget, working with town to get the spot tax resolution signed, working on 2 special district elections we have going, petition for a special district enlargement, received and sent out all BOE appeals received, hosted Aflac to take care of our yearly cafeteria 125 requirements, presented our CBOE records to District Court for a case that was taken on to District Court, Elections: have election judges set, letters to go out this week, last day for party changes has passed, candidate registration has passed, published primary proclamation, got the candidate listing on the website.
County Commissioners: Bob: Attended budget meetings, fair board meeting, public meeting with Forest Service on Sand Creek, took calls on roads and calls with sheriff on speeding issues. Kelly: attended the Land Use Planning meeting and budget meetings, took calls on roads. Fred: Attended a town council meeting with Jayna, BLM meeting, Co-Op meetings, BHNF meetings, WCCA conference call, budget meetings and an old growth meeting, took calls on roads.
Dan Thomas, County Assessor, presented the following tax roll corrections: M0013518 & P0112191. Bob moved to approve the tax corrections as presented. Kelly seconded, all ayes, motion carried.
Alex Jessen, Chairman, Tammy Jundt, Morgan Ellsbury and Bonnie Stahla, Members, Compensation Committee, were present to give a monthly report.

Notice is further given that a hearing of the Board of Crook County Commissioners of Crook County, Wyoming will be held on June 17, 2024, at 9:00 o’clock a.m. to consider such proposed resolution.

Present for the final hearing for Buckmiller’s First Addition Re-plat were Callie Hilty, Caleb Peters, Tim Lyons and Joe Baron. After discussion, Bob moved to approve the Order Approving Subdivision Re-Plat and the Re-Plat of the Amended Plat of Buckmiller’s First Addition, contingent upon receiving the plat with appropriate signatures and the recording fees. Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor, gave their monthly reports.
Soni Lampert, KLH, was present via Teams, for the monthly IT update. Also present were Jeff Hodge, Julie Crawford, Tammy Jundt and Joe Baron.

Together with any Lots or Tracts included therein any other resurvey of the above described property; and
WHEREAS an agreement was entered into with Donna Wolf to pay for the costs to commence proceedings to determine whether to vacate a portion of said county road; and
WHEREAS some of the landowners, Thomas and Donna Wolf, and Charles and Janet Morken affected by the vacation across their property have consented to the vacation; and
WHEREAS Wyoming Statute 24-3-101 et seq., allows any county road to be vacated by statute and vacated in a manner provided by caselaw; and
WHEREAS a viewer was appointed pursuant to Wyoming Statute 24-3-105 and 106 who filed a written report with the Board of County Commissioners recommending the proposed route be vacated as petitioned;
THEREFORE, BE IT RESOLVED that proceedings be commenced to determine whether or not to vacate a portion of county road No. 51, set forth above pursuant to Wyoming Statute 24-3-101, et seq.

TO COMMENCE PROCEEDINGS TO VACATE A PORTION OF COUNTY ROAD
NO. 38, KNOWN AS THE HULETT PRAIRIE CREEK COUNTY ROAD
WHEREAS a Petition was filed by David and Cheryl Barker with the Board of County Commissioners to vacate a portion of County Road No. 38, known as the Hulett Prairie Creek County Road, located upon the following described property, and more particularly shown on the map attached to the Petition, to-wit:
Resurvey Township 55 North, Range 66 West of the 6th P.M., Crook County, Wyoming
Section 30: S1/2SW1/4
Section 31: S1/2NE1/4; SE1/4NW1/4; N1/2NW1/4;
Resurvey Township 55 North, Range 67 West of the 6th P.M., Crook County, Wyoming
Section 25: S1/2S1/2; NW1/4SW1/4
Section 26: N1/2SE1/4; SE1/4SE1/4; S1/2N1/2
Section 27: SE1/NE1/4

The Board of Crook County Commissioners is requesting bids for property insurance for a one-year term, starting August 15, 2024. All bids must be submitted to the Crook County Clerk, P.O. Box 37, Sundance, WY 82729, by or before July 15, 2024, at 5:00 o’clock p.m.
