Regular Meeting of the Council

Wednesday, March 27th 2024

Town Council Present: Mayor Ben Glenn, Councilmembers Dale Petersen, Austin Smith, Bob Stewart and Heidi Humpal

Town Representatives Present: Clerk/Treasurer Cheryl Schneider, Police Chief Bill Bryant, Public Works Director Cory Allison, HDR Engineer Heath Turbiville, and Ambulance Director Brad McKee

Krissy Hinkhouse, Moorcroft Chamber, was present and stated the Moorcroft Chamber will no longer oversee the annual clean up days that was coordinated with the town. She stated the chamber could possibly provide some volunteers if the town could find someone to lead the project.

Krissy Hinkhouse and Courtney Reynolds were present to discuss the upcoming baseball season and the condition of the ball fields. They had several concerns about the field and addressed those concerns with the Council. Discussion was had on the Rage baseball club and the work that was started. Cory stated he would have his department work on the field to get it ready for the season. Krissy and Courtney stated they had a list of items that were in need of repair and Council asked if they would be willing to bring the list to the April 10th meeting. Discussion was had on the scoreboard not properly working and Cory will investigate what the problem is and get it repaired.

Neal Gray, Moorcroft Chamber, was present and stated the Crook County Junkin weekend will be the week of June 7th through June 9th. Neal is taking over Safety Days and stated it will be on June 8th. There should be no need for any traffic restrictions. Neal stated he would like to host a street dance for his wife’s 80th birthday on June 15th, 3:00 pm to 10:00 pm on Big Horn between Gifts, Ifs, and Thrifts and the West Texas Trails Museum. He also requested to relax the open container. Councilmember Humpal motioned to allow Neal Gray to host the street dance on June15th from the hours of 3:00 pm to 10:00 pm on the area requested and to allow open container and Councilmember Stewart seconded. All ayes, motion carried.

Councilmember Smith motioned to approve Consent Agenda items 1 and 2 and Councilmember Stewart seconded. Councilmember Humpal abstained due to a conflict of interest. 4/1, motion carried.

Councilmember Petersen motioned to approve Consent Agenda item 3 and Councilmember Smith seconded. Councilmember Smith abstained due to a conflict of interest. 4/1, motion carried.

Councilmember Humpal motioned to approve Consent Agenda item 4 and Councilmember Smith seconded. Mayor Glenn abstained due to a conflict of interest. 4/1, motion carried.

Cheryl updated the council on the clerk’s department. She discussed the upcoming budget and a workshop will be set for April 17th at 5:30 pm.

Cory updated the council on his department. Discussion was had on the MTC and when the demolition might begin. They will start street sweeping next week.

Bill updated the council on the police department. Officer Dawson will be done April 25th.

Heath updated the council on the town projects. The bid opening for the lock system is April 3rd.

Brad was present to update the council on the ambulance.

Mayor Glenn read two proclamations into record. He signed the proclamation to recognize April as Child Abuse Awareness and Prevention Month. He also signed the proclamation recognizing National Library Week April 7-13th.

Councilmember Petersen discussed the department head evaluations and the procedure to proceed. A special meeting will be scheduled for April 17th at 7 :00 pm.

With no further business to discuss, Councilmember Petersen motioned to adjourn the meeting at 8:10 p.m. and Councilmember Humpal seconded. All ayes, motioned carried.
