Fred moved to sign a Proclamation declaring the month of September as Hunger Action Month. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve the minutes from August 1, 2 & 8, 2022. Fred seconded, all ayes, motion carried.

Clerk Jones presented the board with a petition for enlargement for Tower Ridge Estates Improvement and Service District. Fred moved to approve the petition for enlargement. Jeanne seconded, all ayes, motion carried.

Fred moved to approve two (2) Annual Compensation Agreements with the University of Wyoming for the

positions of the Extension Secretary and the 4-H Youth Development position. Jeanne seconded, all ayes, motion

carried.

Fred moved to approve a Memorandum of Understanding Between the Wyoming Office of Guardian Ad Litem

and Crook County, Wyoming. Jeanne seconded, all ayes, motion carried.

Joe Baron, County Attorney, Tina Wood, Clerk of District Court, Jeff Hodge, County Sheriff, Tammy Jundt, County Treasurer and Theresa Curren, County Assessor were present to go over items of interest within their departments.

Tammy Jundt, County Treasurer: Total receipts were $2,103,391.64 and disbursements to the county, county boards, towns and schools were $1,010,362.99. In August we did 1,532 transactions. We advertised in the county newspapers, the 2021 delinquent property taxes for tax sale which will be September 14, 2022, in the courthouse basement. We advertised 11 parcels. As of today, we are down to 6 parcels. Worked on two reports for the Department of Revenue – the MV Valuation Report and the 2022 Motor Vehicle Veteran’s Exemption Report. Also worked with Sam and Morgan on the County Road Construction and Maintenance Fund annual report. We participated in the E-cycling program. I worked with Leonard with Leo Riley & Co while he was here auditing our office. I worked on the Mill Levy distribution and entered it into Taxwise for 2022.

Theresa Curren, County Assessor: Created Tax Roll and gave it to the Treasurer in August. Dan has been gone for a total of two weeks in August to get Permanently Certified by the State of Wyoming. Nathan is taking USPAP class. Attended appeal hearings on August 30th in front of the CBOE. Asked Sarah from the Sundance Times to write an article for people to be aware of who is purchasing their properties.

Melissa Jones, County Clerk: Office made 363 titles, recorded 599 documents, title numbers are down from this time last year, documents are up, we have noticed a dramatic increase in documents lately, when I looked halfway through the day on 9/2 we had recorded 228 documents already, completed fixed assets, worked with the auditor while he was here, mailed certificates of service to service & improvement districts that mill levy passed, dispersed and collected disclosure statements, held election judge training in Sundance, Moorcroft and Hulett, conducted the Primary Election, now prepping for the General, office has been busy.

Jeff Hodge, County Sheriff: Presented monthly stats, working on 911 system & phone system, Alva repeater is in, not yet operable, spoke with Doug and working on it, waiting on parts for the Warren Peak repeaters, ordered used 2020 Durango

Joseph M. Baron, County Attorney: Joe: New Cases: 21Closed Cases: 59 Current Case Load: 57 In Court: 20 times 1 Bench Trial / 1 Jury Trial John: New Cases: 27 Closed Cases: 21 Current Case Load: 49 In Court: 25 times Joe pretty much spent most of the time in court or preparing for court. Hired a Deputy County Attorney John Starcevich, effective July 11, 2022. Continue to hold court in person and by less and less by Video Conference with TEAMS. Dealt with a few civil matters for the county officials.

Tina Wood, Clerk of the District Court: Tina had knee surgery 8/9, doing well, Tina worked with Leonard on the county audit and said final goodbyes to him has always enjoyed working with Leonard, worked on Child Support Authority business throughout the month, attended the department head meeting, had a jury trial while Tina was out recovering from surgery, Julie had to deal with a lot of issues with the jury trail.

County Commissioners: Kelly: traveled large end of county roads to tour, very pleased with the condition attended several meetings within the county. Jeanne: attended a Forest Service meeting regarding Fish Fire, went to incident command site to help with meals, worked at the shooting sports building organizing supplies for fire, attended the county/FS meeting in Custer, attended the BOE hearings then went to the BLM open house in Newcastle and attended the DEQ public hearing in Pine Haven. Fred: had a couple conversations on the D Road dust, spend lot of time on the fish fire, commend local state and national FS employees for their work on the fire, met with Campbell County Weed & Pest, spoke with Dallas Rolf on the county road that goes through his property, went to meeting on Moorcroft R&B Shop.

Present for opening of the propane bids were Morgan Ellsbury, Tammy Jundt, Larry Schommer, Phil Schutt, Bob Latham and Moroni Steed. After discussion, Jeanne moved to approve the proposal from Blakeman Propane for $1.789. Fred seconded, all ayes, motion carried.

Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor, gave monthly reports.

Present for the annual State Transportation Improvement Plan presentation were Mark Hughes, Morgan Ellsbury, Jeff Waliezer, Roni Steed, Bob Latham, Brad Marchant, Preston Beckstead, Isaac Finkle, Laura Dalles and Scott Taylor.

Scott Taylor and Isaac Finkle, Wyoming Department of Transportation (WYDOT) gave updates on bridge and road projects.

Present for the monthly KLH update were Tammy Jundt, Bob Latham, Roni Steed, Jeff Waliezer, Jeff Hodge and Tom Oversteet and Tina Wood via TEAMS.

Present to discuss the opioid settlement were Joe Baron, Bob Latham and Jeff Hodge via conference call. The Board decided, as per Resolution No. 2021-20, to accept the current annual distribution of settlement funds. Once received, the Board with put out an RFP to local eligible entities and consider their applications for funds.

Jeanne moved to transfer funds as follows: Pursuant to Wyoming Statute 16-4-112, notice is given that a Resolution

has been proposed to transfer $9,713.06 from Unanticipated Revenues to the Road & Bridge Budget 100.14.00215.00 for the funding for hail/wind damage expenses and transfer $20,000.00 from 120.22.00094.00 to 120.22.00095.00 for PH HVAC, amount was budgeted in the wrong line. Notice is further given that a hearing of the Board of Crook County Commissioners of Crook County, Wyoming will be held on October 4, 2022, at 8:30 o'clock a.m. to consider such proposed resolution. Fred seconded, all ayes, motion carried.

Fred moved to approve a License for Use of County Road or Property for Range on Garman County Road No.257. Jeanne seconded all ayes motion carried.

Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor, continued their monthly reports.

Jeanne moved to sign a letter to the University of Wyoming Extension in regard to their beef shelter. Fred seconded, all ayes motion carried.
