BOARD of TRUSTEES

CROOK COUNTY SCHOOL DISTRICT #1

Preparing Today for Success Tomorrow

CCSD#1 will prepare & empower all students for successful, lifelong learning through effective teaching.

CALL TO

ORDER The regular meeting of the Board of Trustees of Crook County School District #1 was held in Sundance, WY, Monday, May 17, 2021, at the hour of 6:00 PM at central office.

ROLL CALL The meeting opened with the following present: Chairman Brian Marchant; Trustees Marlene Edwards, Rick Gill, Thayne Gray, Dave Jagemann, Ken Rathbun, Heith Waddell, and Shane Wolf. Trustee absent: Chase Williams. Administrators present – Mark Broderson, Superintendent; Sandra L. Neiman, Director of Special Education; Robert Wiegel, Jr, Hulett School Principal; Teresa Brown, Moorcroft K8 Principal; Kirby Baier, Moorcroft High School Principal; Brian Hartwig, Sundance Elementary Principal; and Jim O’Connor, Sundance Secondary Principal.

APPROVAL of

MINUTES Motion was made by Trustee Gray and seconded by Trustee Jagemann to approve the minutes of the last regular meeting. Motion carried. Motion was made by Trustee Rathbun and seconded by Trustee Edwards to approve the minutes of the May 10, 2021, special meeting. Motion carried.

ADOPTION of

AGENDA Motion was made by Trustee Wolf and seconded by Trustee Rathbun to adopt the agenda after making one change – move the Executive Session from before the Consent Agenda to after Action Items. Motion carried.

VISITORS Board members used this time to acknowledge and thank the following individuals who are retiring after working for CCSD#1 twenty or more years!

1. Trustee Gray presented Kathy Bjornestad (21 years) with a card and gift certificate.

2. Trustee Rathbun presented Teresa Brown (23 years) with a card and gift certificate.

3. Trustee Waddell presented Mary Jayne Jordan (30 years) with a card and gift

certificate.

4. Trustee Gill presented Sandra L. Neiman (27 years) with a card and gift certificate.

5. Trustee Edwards presented Alice Willey (33 years) with a card and gift certificate.

The board members and superintendent gave a standing ovation for each presentation.

Board members also recognized retiring employees who were unable to attend tonight’s board meeting:

1. Jeanine Knapp (25 years)

2. Peggy Moeller (26 years)

3. Ann Sundstrom (28 years)

Their cards and gift certificates will be sent to them.

Tobi Miller-Ayer, Sundance K-12 art teacher, and Kasey Stroud, Moorcroft High School art teacher, exhibited secondary student artwork for board members to view before the board meeting. The pieces displayed received ribbons at the Wyoming Art Symposium in Casper on April 22-24. The teachers said they came tonight to advocate and brag about their students and the high quality of their work. Carla Snook, Hulett art teacher, was not able to come tonight, so Ms. Miller and Ms. Stroud included her in their comments. The art teachers strongly encourage board members and the public to attend future symposiums, which are open on certain days for public viewing. They said the students are very happy when community members attend their exhibits.

FINANCIAL Motion was made by Trustee Wolf and seconded by Trustee Gray to approve the financial reports. Motion carried.

BOCES Trustee Edwards was not able to attend the May 13 Zoom meeting; however, she offered to email the minutes to any board member who would like to read them. The next meeting is May 27.

SUPERINTENDENT Mr. Broderson introduced Ms. Lori Enright, the 2021-2022 Moorcroft K8 Principal, to board members. Ms. Enright is coming to Crook County from Custer, SD.

Mark Broderson, Superintendent, informed board members:

o CCSD#1 students performed above the state average in 12 of the 19 WYTOPP subjects tested. Three of the seven subjects under the state average were missed by less than 10 student. Another three of the seven were missed by one or two students.

o There are four certified and four classified positions, which need to be filled for 2021-2022.

o Students will receive free meals again during the 2021-2022 school year.

o Concrete has been poured for the MHS ag barn project; construction of the metal building is expected to start soon.

o The fiber optic project between central office and the Sundance schools is progressing.

o The WHSAA is adding girls’ wrestling to its sanctioned sports selection. In order for CCSD #1 to add a sport, the school board must approve it. Local coaches have expressed some interest in adding it. This subject will be revisited in September.

o The COVID news remains positive; only one family has had positive test results recently.

o Board members were notified of a forum, scheduled for May 24 in Hulett, to address local educational choices available to Crook County parents. The date has been changed to May 18.

CONSENT

AGENDA Chairman Marchant asked if any board member would like any item removed from the Consent Agenda.

Trustee Gill declared a conflict of interest, left the room, and abstained from discussion or vote. Motion was made by Trustee Gray and seconded by Trustee Jagemann to approve the Consent Agenda.

To approve the bill listing and to issue warrants in payment thereof.

To approve resignations:

Motion carried. Trustee Gill returned to the meeting.

TENTATIVE

BUDGET Pamela Garman, Business Manager, presented the 2021-2022 tentative budget summary to board members. Motion was made by Trustee Rathbun and seconded by Trustee Gill to approve the tentative budget. Motion carried. A copy of the summary is attached and becomes a part of the minutes.

SALARY &

BENEFITS Motion was made by Trustee Gray and seconded by Trustee Waddell to approve the 2021-2022 salary & benefits package as recommended by the salary committee. Trustee Rathbun presented a summary of the recommendations, and the rationale committee members used to determine tonight’s proposed package. The salary committee was composed of Ken Rathbun, Heith Waddell, Shane Wolf, Dave Jagemann, Mark Broderson, and Pamela Garman. Trustee Rathbun answered questions from the principals. Two very important considerations for the salary committee: deep budget cuts in future state funding and the constantly rising costs of health insurance premiums. Motion carried. A copy of the salary & benefits package is attached and becomes a part of these minutes.

HANDBOOKS As recommended by the superintendent and the building principals, motion was made by Trustee Wolf and seconded by Trustee Jagemann to approve the 2021-2022 elementary and secondary student handbooks as presented at tonight’s meeting. It was noted a correction would be made on page 4 of the elementary handbook. Board members asked the principals for a summary of the revisions. Principals Robert Wiegel, Brian Hartwig, and Jim O’Connor answered all questions. Motion carried.

EXECUTIVE

SESSION Motion was made by Trustee Jagemann and seconded by Trustee Gill to go into executive session at 7:16 PM to discuss personnel. Motion carried. The session ended at 7:56 PM.

REGULAR

SESSION Chairman Marchant called the meeting back into regular session at 7:59 PM.

RECOGNITION Crook County School board members want to recognize the following for their performance or accomplishments:

o Many thanks to staff and students, who worked very hard this school year, to follow all guidelines in order to keep schools open for on-site learning! Being at school is very important for learning to occur.

o Kudos to Principal Kirby Baier for excusing Moorcroft High School faculty and students from a school day to help with the 2021 Moorcroft Area Chamber of Commerce Spring Fling Cleanup Day last week! Community members greatly appreciated the help and enjoyed the MHS crew!

o Kudos to art teachers, Ms. Miller and Ms. Stroud, for tonight’s presentation!

o Congratulations to Tina Inghram, CCSD#1 Teacher of the Year! Mrs. Inghram is a 2nd grade teacher at Sundance Elementary. Other teachers nominated by their peers are Kim Eymer, Angie Butts, Dawn Anderson, Jenna Thomas, Sharon Bailey, Lona Tracy, and Lila Kennah!

o Congratulations to Moorcroft track team members – they are the 2A girls’ and the 2A boys’ Powder River Conference Champions!

o Congratulations to Sundance student, Sheridan Schubarth, who was overall girls’ 2A golf champion and conference player of the year for last year’s season!

o Congratulations and good luck to state track qualifiers!

o Kudos to the Sundance FFA for hosting a calf-showing workshop last weekend!

o Thank you, Sundance Elementary Parent Involvement Committee (PIC) for your tremendous support of the school! The staff Teacher Appreciation Week meals were wonderful!

o Congratulations to art students who won many awards and blue ribbons at the Art Symposium! Sundance students, Janessa Willen and Tyrianna Holloman, and Hulett student, Kaydence Karlson, were winners of the First Lady Award; their pieces will be on display at the governor’s mansion for the next year!

o Kudos to the Hulett High School band for receiving a “1” at the district music festival!

o Congratulations to Hulett student, Ahnya Moody, for setting a 1A state record in the 1600 meter run at last week’s Bulldog Invite!

o Kudos to Hulett 2nd and 3rd grade students who completed their book for publishing! Beth Marlatt and Lacy Foskett are their teachers.

o Congratulations to all American Legion essay winners!

o Congratulations to 2021 Crook County Commissioner’s Scholarship winners: Joseph Kennah, Taylor Reynolds, and Brad Kruger!

DISCUSSION Mr. Broderson invited board members to ride with him to the graduation ceremonies on Sunday, May 23 (Hulett - 1 PM; Moorcroft - 4 PM; Sundance - 7 PM). He will leave the central office parking at 11:45. Board members informed Mr. Broderson which graduations they plan to attend so he can let the building principals know in order to make appropriate seating arrangements.

Mr. Broderson asked board members to look at a picture of the Moorcroft K8 parking lot. The Town of Moorcroft is interested in leasing the center mound for a tourist information center. The town’s attorney is drafting an MOU for the board to review; a decision will need to be made farther down the road.

ADJOURNMENT Motion was made by Trustee Edwards and seconded by Trustee Gill to adjourn the meeting at 8:21 PM. Motion carried.
