    Residents of Cheyenne and Powder River Avenues watched E&S Services over the last couple of weeks moving the gas lines from the alley between the two avenues to the front of their homes in anticipation of the Powder River Sewer Project that started Monday (above).     In 1994, the town completed the Moorcroft Water Supply Project; the loan associated with the job came with a restriction on the water reserve fund. The project has been paid off and the council needs to move that money to another restricted account to comply with a requisite from SLIB for a new loan.     On September 3, officer contacted a resident whose dogs were running loose in the area of Crook Street and Converse. Owner was advised of a complaint of the dogs charging toward another resident acting aggressively. Owner was also advised to get their animals licensed with the Town.
