CASPER — Drive through downtown Casper on a typical summer afternoon, and more likely than not, you will see nothing remarkable. You may notice that the traffic is mild and the sidewalks are tidy and mostly empty — save for maybe a few shoppers and businesspeople wandering about. Visit during the evening, and you may have some angst finding street parking, especially if there’s a concert going on. Life downtown is pretty ordinary, in other words. Which might surprise you if you’ve Googled Casper lately. A rash of recent attention from nationa...
CASPER — In a step that could pave the way for broader changes to Wyoming’s property tax system, Gov. Mark Gordon on Friday gave his signature to a proposed constitutional amendment to make a fourth tax class exclusively for residential property. Right now, residences fall under the same tax class as commercial and industrial property. In other words, they’re all taxed at the same assessment rate of 9.5%. In a census data table dating back to 1922 compiled by the Wyoming Department of Health, it’s the only year where deaths overtook births. According to a report published by the Wyoming Economic Analysis Division, 23 other states also recorded more deaths than births from July 2021 to Jul...

Meanwhile, Laramie is struggling to attract new businesses, Wyoming Public Media reported last year. All because of an affordable housing shortage. Lawmakers will look for solutions during this year’s interim legislative session. The interim session is the Legislature’s brainstorming period. Lawmakers meet to research dozens of issues affecting the state, and blueprint bills to address them. Earlier this month, the Joint Corporations,...
CASPER — Gov. Mark Gordon will allocate $27 million in federal relief money toward building up Wyoming’s higher education opportunities, his office announced Tuesday. The money draws on funds awarded to Wyoming through the American Rescue Plan (ARP), a COVID-19 stimulus package. Some of that $27 million will be used to sponsor the first year of the Wyoming Innovation Partnership (WIP), the office said in a statement. The initiative, unveiled in January, is a collaboration between the University of Wyoming and the state’s community colle...
